Legal Question in Credit and Debt Law in New Jersey

About 5-6 years ago my nextdoor neighbor borrowed more than $9000.00 To pay his taxes and other outstanding bills. He promised to repay as soon as he got a settlement that was due in a month. The time passed and 6 months later he moved out of state. I just found out he bought a house in 2008 and his taxes are paid. Can I put a lien against his property since he has not attempted to repay although I did contact him once after he left but he had not owned a home yet? He changed his phone number once I talked to his wife so I could not find them again till my neice told me she lives in the same town. I live in New Jersey and they live in North Carolina.
