Legal Question in Family Law in New Jersey

My father has been a single parent since 2002 when I was 10 and my sister was and he we left in the middle of the night. I recently found out that my parents never divorced, and my dad doesn't legally have custody of us. I am now 20 but my siste is 14. My dad has pulled her out of school for homeschooling but has not continued her homeschool for this entire school year. I would like to know if my mother, although she has stayed away except for phone calls, still has parental rights over my sister. Was my father able to sign her out of school without my mothers consent? Was he able to change our names without her consent? Im very concerned about her being dropout. DYFUS has been notified but they have not done anything about her not being in school. My dad hasn't worked in two years. We have no money, no food, my sisters shoes and clothes don't fit. I am 20 but not allowed to work, to have friends, to drive or leave the house. Neither of us are. My dad changed his last name and our first and last names without our permission. I just want my sister to be in school.
