Legal Question in Intellectual Property in New Jersey

I'm a writer about to self-publish my first novel. In it, I quote two lines from a poem that was last published, as far as I've been able to determine, in 1928 in the U.K. The author's estate maintains a website but offers only an email address for contact information, and the address no longer works. I keep hitting dead ends trying to acquire permission to quote from this poem. Can you help me? Thank you.
