How to return a security deposit?

Our landlord refuses to retun our security deposit. We didn't do anything wrong. Could you tell us, when the landlord can keep the deposit? What should we do if, what he does is illigal?

PURSUANT TO THE NJ SECURITY deposit act the LL has 30 days from when he recovered possession of the premises to either return your deposit, or mail you a letter, CMRRR, telling you how your deposit was applied. If the LL fails to do so, you are entitled to double the amount back, assuming the LL doesn't have substantive offsets to the doubled amount.
