Legal Question in Traffic Law in New Jersey

I made a post earlier and wanted to clarify. I was driving near Rowan University at Roundabout on 322 heading toward Rt 55. An officer waived me into a parking lot and cited me for failure to yield to a pedistrian. There was a plain clothes police officer that was standing at the corner of the pedestrian crossing. I was instructed that all vehicles must stop and yield to any pedestrian standing near a crosswalk even if they have no intent in crossing. Not until a pedestrian provides a signal that they have no intent in crossing may a vehicle proceed. This is the first time I've ever heard of anything like this and have always been instructed to yield to pedestrians that are IN the crosswalk. Am I mistaken in this? I don't feel that this ticket is justified nor worth paying hundreds of dollars for and incurring points.

The pedestrian needs to be within the crosswalk. question is, what will the officer say? You can get a lawyer or go to court on your own and speak to the prosecutor. Tell him what happened. If he feels that he cannot dismiss it, you will have to try it if you do not want to plea to a no point charge.
