can i be issued a ticket for careless driving without being stopped by an officer?

Yes, a private citizen can sign one on you or a cop can mail one to you.

I have read what Jef Henninger wrote to you, and as usual he is correct.

careless driving will cost you 2 points on your license or more, plus a fine. your insurance company will likely make you pay more money for your insurance, too.

A ticket can be issued upon probable cause to believe that you committed a traffic offense, but the case against you must be proved beyond a reasonable doubt. Identifying you based on the vehicle being registered to you is not proof beyond a reasonable doubt unless the person making the complaint saw you driving and can reliably prove that the identification is sufficiently reliable.
