sponsoring a parent

my niece who was born here but not living here, is turning 21 this april. can my niece sponsor her mother even if her mother is here and my niece is in another country?please help anyone...thanks

In principle, your niece, once 21 years of age, could petition for her mother from abroad but would need to make certain financial tests to be able to sponsor her, which sometime make it more difficult in these cases. Also, her mother would have to be in legal immigration status to be able to adjust her status in the U.S.; otherwise she may have to depart the U.S. to apply for her visa in her home country.
