quick claim deeds

legally - can A deed a house to B (a family member) if A holds the mortgage?

A may transfer title to the property to B via the execution of a Deed. However, the mortgage runs with the land and will remain as a lien against the property unless the mortgage is paid in full (satisfied) at the time of the transfer.
