Legal Question in Immigration Law in New Zealand (Aotearoa)

I am a South African citizen. I came to New Zealand in Janurary 2012,

During my stay in New Zealand I was taken to the Cantebury hospital for a heart problem. The bill came to 1197 New Zealand dollars. During my return to South Africa.

I have not had work but have made arrangements and started paying the debit. I have paid 300 New Zealand dollars towards the debit. The hospital agreed that I could pay the debit.Somebody sponsored me with an airticket to come back to New Zealand. I came back today and was stopped at the customs and given a one month stay in the country when a visitor can stay for 3 months. I was told to pay the debit then apply for a visistors visa. What advice can you give me on this

You should pay the debt in full or go back to South Africa. Immigration has broad powers to refuse visas to people who owe debts to Government agencies.
