What do you do when your neighbor constantly watches you from there property & takes pictures of you & calls you & your family names every time you go outside?

Get thee to a community mediator and straighten this out. This is the perfect case for mediation.
The police aren't going to come running every time someone calls someone else a name. The courts aren't going to spend time trying to figure out who's right and who's wrong every time something happens between the two households.
