Legal Question in Credit and Debt Law in Ohio

My mom owns a house she rents in cincinnati ohio, a lady rented it, she went into the hospital in early july, her family called to say they moving her stuff out, it was all gone by end of july, she then moved to hospice and passed away august 5th, a couple days later we rented it out to another lady, she got a bill in the mail addressed to the previous renter and her name, she owed duke energy at least 3 back months payments.

my mom is concerned she may have to pay it, the new tenant is having trouble getting power turned on unless the previous bills are paid, but they are in the previous renters name, who has to pay this bill, she passed with nothing, no estate, no insurance, nothing as we tried to collect past rent and there is nothing, please help, thank you

Unfortunately you may have to pay it. The bill was in the lady's name, correct? And, she had nothing in her estate?

I would suggest a letter from an attorney to the power company. Perhaps they will drop this if that is done.
