Can I take a photo from the internet, crop it and change it a little in photoshop, and use it on my website?

Hmmm... not technically, no. But, maybe, depending on the photo. It depends upon whether it is something in the public domain or whether there is a copyright owner with superior rights to your "derivative work." Hard to answer in the abstract.
