Legal Question in Traffic Law in Ohio

I live in Ohio where we have a no front license plate law , I was recently pulled over for having an old license plate on the front of my car , which yet again ,Ohio is a no front plate required state , or you can have any plate you wish on the front as the BMV only issues you a rear license plate since July 1 2020, I was given a ticket for fictitious plates, when my plate on the rear of the car is valid and legal to my vehicle, the fictitious license plate ticket was for the plate I had on the front of the vehicle which you can have any plate you want on the front such as Cleveland Browns or Pittsburgh Steelers so my question is was a legally pulled over and also should I have gotten a ticket for fictitious plates when the plate is 100% legal on the rear of the vehicle?
