Legal Question in Civil Rights Law in Oklahoma

During the Tulsa Mayfest I was restricted by the Police from displaying a gospel banner on a public street corner. How can I be asked to have a permit to do so, when I was clearly on public property (supposedly rented out to Mayfest).
