can a 17 year old mentaly disabled female move out of her house without a parents consent

No. - she is a minor child in the eyes of the State of Texas.

If she is truly mentally disabled, you might want to consider filing for a court order that gives you "control" of her after she reaches the age of 18.

You need to talk to an attorney in your county that can help you.
