Legal Question in Family Law in Texas

Complicated issue, I have a cousin who is a resident of the US with a daughter that is born here in Texas, her husband is a Mexican citizen and they all are living in mexico. Something happend to where he is telling her that she needs to leave and that he is keeping their daughter, she asked me if I knew if he could do that and if it would be kidnapping for her to come back to the states with her daughter. So my question is that can he keep her there legally or can my cousin come back with out it being a legal issue since their child is an American citizen? I told her to not leave the child there if she comes that it would make tit harder to get her back... Any help would be appreciated.

She should take the child, leave Mexico NOW, and as soon as she hits Texas file for divorce and ask for temporary orders.
