Small claims court

In a divorce proceeding, spouse #1 is awarded a vehicle which is in the spouse #2's name. Judge orders #1 make payments. She doesn't. #2 makes payments to avoid repo. Can #2 sue #1 in small claims court for the payments?

Yes. Spouse #1 can also file for an order of enforcement from the divorce judge.
