I understand that you want to move to USA. However, at this time, you and your wife are not eligible yet.

The wait time for most countries would be much more than 11 years. As I wrote in my answer to your previous question, 11 years it's from the time when your brother-in-law can petition for his sister. Your brother has to become a USA citizen before he can petition for his sister.

He is not a USA citizen, and he is not a permanent resident yet. He is still waiting for his wife's I-130 application to be processes. If you add up all these years, it could easily be more than 15-17 years of wait.
