Legal Question in Real Estate Law in Texas

My neighbor is building a retainer wall down the length of our property to prevent run over onto his land when it rains. He is suing me for the expense of the retainer wall ($30K) because he says when I built my house, it caused the runovers to start occurring. We live on a hill. His property sits below mine. Does that make me responsible for the expense of his retainer wall? It rains 1 1/4 inch per year!

If your construction changed the existing flow of groundwater so that your neighbor's property floods, a Texas statute makes you liable for his damages.
