Are Consent Orders that were ratified in the UK Courts enforceable overseas on non-UK residents but with UK generated income?

Foreign judgments whose execution has been granted "exequatur" by competent Turkish court shall be executed in Turkey. So, consent orders ratified in the UK court can be enforceable with a decree of a Turkish court.
