custody and permissino to move out of state

I live in Fl hve job ,and apt there . my ex husband will give me my custody back. but he is telling me i have to move to Dallas get another job and yet another apt before he will and then go to court and try to move her back to Fl with me.he has already said she can move but is making this very hard. Do i need to go through the seps hes telling me or can i say in Fl work and then fly down to go to court ?
