72 hr right to cancel

I purchased a debt elimination program then cancelled w/in 72 hrs. I was told I would be refunded. Six weeks later now & still no refund. Is there a time limit businesses have to refund $ when involving the 72 hr rule? I am constantly being told it in process of being refunded. I am very frustrated w/ this business!
