Legal Question in Family Law in Washington

"My boyfriend see's his son every other weekend but does not have a set parenting plan with the childs mother. Now shes claiming she is leaving this week for a new job in South Carolina and taking the child with. Does he have any legal rights to prevent this?

Yeah, probably. The best bet is to do a petition to establish a residential schedule/parenting plan, and also go ex parte and seek a temporary restraining order that prevents the children from being removed from the state of Washington.
