Child rights

What are a childs right if he (age 14) wants to see his dad more often than the parenting plan allows, but the mom won't let him.

These decisions are made by adults, the parents if they are so inclined can seek to modify the parenting plan, but without good cause that would be difficult. I don't know what your parenting plan says so I'd not want to guess at the prospects of success.
