Legal Question in Education Law in India

i had applied for duplicate cast certificate along with the affidavit in the year 2012 - 2013 at caste certificate department at kokan samiti committe no 1 konkan vibhag navi mumbai but the officer at that office were not in the state to provide me the duplicate cast certificate and didnt gave any reasons for that. so i approched the right of information officer so he replied us that the documents had been lost by the concerns department. But as per the government law the cast certificate documents has to be preserved in the government records for 30 years, so how can they say to me for the documents which had been provided to me past six years back. so please suggest me the way forward in the above mentioned case

I have already advised you earlier that any sort of caste discrimination is illegal and a criminal offence.
