my divorce agreement states my ex is to have our home appraised and pay me half of the profit either in a lump sum or in monthly installments of $500.00. She has failed to do this. My attorney wants $700.00 before he will do anything. My recourse would be small claims court but they have a $3000.00 limit. Any suggestions? Isn't she in breach of contract?

Yes, I have a good suggestion. Pay your attorney.If she is failing to abide by the Court decree, it is contempt of court, not breach of contract.
