Do you have to follow the marital settlement agreements if the divorce is not final and signed by the judge?

if the settlement agreement is signed by both parties and is properly drawn it is like a contract and is enforceable in that respect. it is not enforceable by a contempt action until the judge signs his order and incorporates the agreement into his order of divorce.
