is a lease agreement legal if the actual landlord is not there at the time of signing?

As long as you were there when you signed, it's a legal document. There may be provisions of the lease that are unenforceable, but the idea is that the landlord doesn't have to be there when you signed for him to enforce lawful provisions. If there is some provision in the lease that you want to enforce you can do so since the other party that had you sign is likely and agent of the landlord. Best of luck with your legal problem.
