I live in California. If chapter 13 is filed, and I inherit appox. $70,000.00 from the death of a parent, is there anything to do to protect that money from being taken away? (

If your benefactor dies within six months of filing your BK, you will have to modify your plan to increase the monthly payments to pay 70,000 or your total unsecured debt, whichever is LESS, over the remaining years in your Plan (which you can extend to five years if you wish).
