Legal Question in Civil Rights Law in California

age discrimination

Been a victim of age discrimination for the last four years w/i a school district. Was laid off from h/r four years ago, have been working as a clerical sub since that time in that district. Have had 14 interviews for jobs I'm qualified for and not been rehired. Is age discrimination a hard thing to prove?
