Legal Question in Civil Rights Law in California

Hotels

We are staying at a hotel,the bill is up to date and there was no emergency when this happened. My mother who is deaf was in the room alone when an employee used the override key to try and gain entrance to the room. If it had not been for the latch lock up top they would have come in. Is it legal for them to do this?

I guess I don't understand. Usually, hotel staff will come in during the day to straighten things up, replace consumables, make the beds, take out the trash, etc. What's the issue?
