Legal Question in Civil Rights Law in California

I am suing a guy about car fraud and i was wondering since the court didnt state it in the paper after the court date when he has to make his payment so i could return the car. So what is the next step.

It sounds as though you won your case and have a money judgment. Once you have the judgment you may immediately collect (or 30 days in small claims). You can collecct by levying the bank account, for example, of the defendant. There are a number of collection techniques. The Court does not set payment dates; you must enforce the judgment yourself.
