It depends upon the content. While one might assume that all the content uploaded to any large commercial site has the appropriate rights, that's not always true. So, if you were to find a copy of a current movie on such a site, you would not be legally protected were you to download it.

That having been said, most of what you see on a large commercial site is not pirated, and does have the appropriate rights.
