$30,000 Judgment

My husband received a $30,000 judgment from the Court in 1992 for money not repaid to him on a promissory note. We married in 1995. Our efforts to collect this debt were never realized. It is my understanding that the lien can be renewed with the Secretary of State every 10 years. My husband died in May this year. Question: Does this bad debt become mine to continue with collection efforts? Or, can I write it off our taxes for 2000?

The debt is part of his estate and can still be collected. I dont know tax law so I cant answer the write off question.
