What would happen if you're working and you don't or can't pay your credit card

What are the concequence for not paying or can't pay your credit card debt while you are working that is by the california law?

There is no statutory consequence. You simply are a deliquent debtor and according to you agreement with the credit card company, may incur additional charges for penalties, and/or interest. There is some question as to whether the penalties are enforceable, as the courts are fond of saying, "the law abhor a penalty," and regularly refuses to enforce them.
