after your property is seized by local law enforcement do they have a certain time line to inform you that in fact your propert will be forfeited and if they do, how long do they have?

No, they can take their sweet time really unless someone really goes after them. If there is a criminal case pending, chances are the forfeiture issue will need to wait until the criminal aspect is resolved. If you think criminal charges might be filed, you should get a lawyer involved to intervene as soon as possible.
You have to respond promptly if you receive any notice of forfeiture or you will lose your chance to recover your property or money. The cops can be very sneaky in how they try to "notify" you. For example, the forfeiture notice can be buried in small print in paperwork given at the jail without you even noticing.
