i had a drug conviction expunged do i have a right to own a firearm

Expungement does NOT restore any firearms rights you lost by conviction. The paperwork you got at the time very clearly says that. IF you want to try to restore your firearm rights, you would have to file an appropriate Motion with the court, with supporting declarations and evidence of your 'good cause' that would convince the court to grant the motion. No, an expungement under 1203.4 does not restore your rights to possess a firearm. The good news is that you can petition the court to restore those rights. You will probably need an attorney because you must show the court "good cause" as to why you want your rights restored and an attorney will be able to help you with that. Good luck
