What legal actions can be taken against someone who has used another persons social security number, drivers license number and other personal info to obtain a loan for $7000 without consent ?

Notify each of the three credit reporting agencies of the identity theft and have them place your report on lock down, so that nobody can open up new charge accounts or take out loans without verification. Call the police and report the fraud.Sue them in Small Claims Court for the $7000, if you think they have assets to resort to in paying off your judgment when you get it. But the criminal courts will also order restitution if he is convicted. That should do it.
