Legal Question in Family Law in California

hi, in california, i have the following question regarding family law.

Let's say I owe $20k to my exwife ($5k plus penalties)... I got laid off last year and owe some money plus penalties. If I make a deal with her (where I'll help out our kids in college), can she approach the courts and state that she agrees to have the full amount owed waived?

Will the state of california allow her to?

The Department of Child Support Services is authorized to compromise arrearages on past due child support. That usually involves a smaller payment up front, and I have never heard of them agreeing to payment in the future (such as college) to reduce the arrearages.
