Child support question

I have heard that there is a way for a non-custodial parent to ''sign over'' his parental rights. Is that person still obligated to pay child support? What is the process to sign over parental rights?

Your duty to pay child support can be terminated only by a court order terminating parental rights so that the child can be adopted. Attempting to sign away parental rights soley to avoid child support obligation will not be looked on favorably by the court.
