Is it posible to obtain alimony in California, 13 years after signing a divorce agreement drafted by my ex and signed by me and my ex. Under the suspicion that at that I was developing schizophrenia. And I never held a job outside home.

Much more information is needed to understand your question. Asking for support 13 years after the marriage has been terminated may present some genuine problems.
