Harassment by a neighbor

My neighbor has been harassing me by flooding my property, threatening my family, etc. Recently obtained a TRO. Need to know if I can sue for out of pocket expenses to protect my property and myself from harassment. Such as 100' long 6'' curb to stop the flooding, surveilance system installed on recomendation from Redlands Police Dept. and a 100' long 6' high fence to prevent them from coming into my yard and stealing, and to stop the flooding. Can I sue in small claims and expect any compensation for out of pocket expenses due to their actions of harassment? Does this fall under the Protection from Harassment Act 1997?

You were supposed to bring all your claims at the time you applied for a TRO. You have to file suit, and not in small claims.
