Legal Question in Employment Law in California

I applied to job where my brother works. HR doesn't want to hire me because my brother would be one of my supervisors. I have proved to my brothers boss I can do the job. Can HR still not hire me?

Of course. You have no 'right' to be employed there. They set their policies, not you.
