Legal Question in Employment Law in California

What area of law is this?

In an application for a contractor's license, the former employer must verify the required experience. The employer will not co-operate and in fact refuses to make any response even after being given a time extension for this by the State Contractor's License Board, and so the license is denied. When the applicant is looking for an attorney to represent him in this matter what should the area of expertise be?

Basic litigation; because that is what you are facing to force him to cooperate.
