Legal Question in Employment Law in California

My former employer says I cannot come on the premises to drop off a cobra payment. I have had trouble mailing it to them twice (certified both times). I took it in personally the 3rd time and was told in an email that I am not allowed on the premises and to keep mailing it. Can they actually enforce this or because I want to take the payment in person do I have the right to do so? HR manager at compamy is the Cobra administrator.

Does anyone walking down the street have a 'right' to come into your home if he wants to deliver something to you? Mail it or do whatever they suggested.
