If I don't take a lunch break, is it legal for my employer to change my time card and make it look like I left half an hour earlier than I actually did?

no, and you are entitled to be paid the time for the lunch, plus a penalty and interest. If this is a regular occurrence, feel free to contact me for legal help in bringing your claim in court. The penalties add up quickly, and you're entitled you recover your attorney fee if you win.
