Minimum mileage rate

Hi,

I work in California. What is the minimum mileage rate payable per mile to pizza delivery drivers? Is the IRS mileage rate of 48.5 cents/mile a minimum wage for miles driven or is it just a deductible?

The California Labor commissioner will generally accept the IRS rate.
