Legal Question in Legal Ethics in California

I want to sue a website for false advertisement that has cost me over $800. But the company is based in China, under the guise of being a exclusive retailer for Jovani. However they create fake copies of designer dresses. Can I take the company to Small Claims Court even if dealing over international lines.

You might notify the patent or copyright holder about the fakes, and have it take the necessary action to shut down this company. You might go to small claims court but, realistically, how will you enforce it in China?

You might, instead, get an order of the court, then work with the company's internet service provider (ISP) to take down the false information. You might even be able to do so without having to go to court if you can satisfy the ISP that the information is false.
