Legal Question in Legal Malpractice in California

I contacted an attorney to generate an appeal letter to the IRS to protest a penalty for which I should not have been responsible. She estimated it would take between eight and ten hours to research the facts and generate the letter. She then found that she might have a conflict of interest in the case and referred me to another attorney. I just received a bill from this second attorney showing 32.5 hours of time and a cost of $13,000 to generate the requested appeal letter. There is no way that more than four days could be required to generate, what is essentially, a modified standard appeal letter. What are my options? Where do I go to resolve this fairly?
