You need to talk to a personal injury attorney today. You may have blown the time frame to file a claim with the government entity for the Santa Ana jail, and have waived a right to sue. This is why you should not wait so long to talk to an attorney. You should have talked to an attorney last year when the accident happened.

He has/had at most six months to bring a Government Tort Claim. But, just because he fell does not give him grounds for a claim against the jail. He would have to show they committed substantial negligence or official misconduct that caused his fall. Him tripping over his own feet is not their fault. Nor is it their fault if another inmate caused the fall.
